The interim indicators serve to measure the project's progress, while the final impact indicators will serve to evaluate and classify
Albania for the MCC Compact status, which might mean more support by MCC for public administration reform in
Albania.

You will benefit both directly and indirectly by the successful implementation of the Millennium Challenge Albania
project.
Directly: If you are running a business or plan to open a new business, all procedures for registering your business, paying taxes, and participating in public procurement will be easier and take less time as compared to now. You will not need to always meet and negotiate with public officials, except when you have questions or need clarifications. You will benefit also if you are only a taxpayer as the tax administration system will be more open, transparent, and easy to use. You will see these changes immediately after the e-tax, e-procurement, and e-filing systems will be in place.
Indirectly: As a citizen you benefit from the overall results of the reforms supported by the Millennium Challenge Albania
project. More open and transparent tax administration, public procurement process, and business registration procedures will reduce corruption, will increase the budget for public works and services, and will ensure better quality of public investments. This will also lead to a shift in the public administration culture that will realize more and more that they are in service of the public. The reforms will also create more opportunities for the public to monitor the work of tax administration, contracting authorities, and National Registration
Center, as these agencies will provide the information on-line.

There are different ways that you as a citizen or any civil society groups that you might belong to can contribute to the reforms supported by the Millennium Challenge

project.
You can follow progress in the project-supported reforms through this web page or the web pages of the General Directorate of Taxation, the Public Procurement Agency, the National Registration Center, and the Ministry of Economy, Trade, and Energy. You can participate in project events and you can send your comments and suggestions to the project or to the abovementioned institutions through their contact addresses provided in the web sites. You can start using the new services made possible through the project's support, you or your organization can monitor how are the new rules and systems are being implementing and report back to the GoA institutions or to the project.
What is the MCC Compact status?
MCC's Albania Threshold Agreement is designed to assist Albania
on the "threshold" of Millennium Challenge Account (MCA) eligibility for Compact status. Achieving the targets laid out for Albania
in the MCC Threshold Country Program will show that Albania
is committed to policy reforms that improve its performance necessary to qualify for MCC Compact assistance. The MCC Threshold Albania Program is focused on improving the country's performance on MCC's Ruling Justly and Economic Freedom indicators and aims to reduce corruption through reforms in tax administration, public procurement, and business registration.
The country that enters into a public Compact with MCC engages in implementing a multi-year multi-million dollar plan for achieving development objectives. Countries that qualify for Compact status are responsible for identifying the greatest barriers to their own development, ensuring civil society participation and developing an appropriate program.
